II Valery Khalilov International Conducting Competition


1. General provisions

1.1. This Regulation defines the procedure for organizing and holding the II Valery Khalilov International Conducting Competition (hereinafter referred to as the Competition).

1.2. The founder of the Competition is the Valery Khalilov Charity Foundation (hereinafter referred to as the Foundation) as the rights holder of the Competition, which was launched in 2018 by the Ministry of Culture and Tourism of the Republic of Tuva and the Tuva State Philharmonic named after V. M. Khalilov.

1.3. Location of the Competition: Moscow, Russian Federation.

1.4. Dates of the Competition: from July 1 to November 18, 2021.

1.5. The Competition is open to students of higher music educational institutions who study the art of conducting at specialized departments, as well as to professional conductors from Russia and abroad working in wind music. The age limit is from 18 to 40 years old inclusively as of the Competition opening date (November 14, 2021).

1.6. The Organizing Committee of the Competition (hereinafter referred to as the Organizing Committee) manages the preparation, organization and holding of the Competition.

1.8. The Competition may have its own anthem, emblem, logo and other necessary symbols and attributes.

2. Aims and Objectives of the Competition

2.1. Support and development of contemporary school of conducting art

2.2. Identification of young talented wind music conductors in order to support their further career guidance and inspire their creativity

2.3. Attracting conductors from different regions of the Russian Federation, near and far abroad to participate in the Competition

2.4. Expansion of comprehensive creative partnership with the world concert organizations, involving of leading Russian musicians to the sphere of cultural communication and exchange of experience.

2.5. Attracting larger target audience to the wind music concerts.

3. Registration and Document Submission Procedure

3.1. The registration request for the Competition is to be completed and submitted online during the period from July 1 to August 20, 2021 on the official website of the Competition: http://khalilovcompetition.com/application/en

3.2. The registration request for the Competition includes the following documents and materials:

- registration form (available on the Competition website), filled in properly;

- the front page of the passport or other identity document of the candidate (with the owner's photo and signature);

- color photos in digital format with a resolution of at least 300 dpi, including one close-up photo suitable for publication;

- a copy of the candidate's music education document or the certificate from the place of employment;

- brief artistic biography of the candidate (only in *.doc or *.docx formats), including information about the place of study/employment, teachers, participation in other competitions (including the year, venue and the award received) as well as any other information that the candidate thinks essential;

- detailed program, including the composer, title of works (parts), duration of performance;

- video recording of conducting (two works – not exceeding 20 minutes, with piano or an orchestra). Such a recording should be provided as a web-link (the candidates are solely responsible for proper functioning of the web-link);

- the candidate's bank details.

3.3. By registering for the Competition on the official website http://khalilovcompetition.com/main/en , the candidate fully agrees to the rules and undertakes to comply with the terms of the Competition set out in this Regulation.

3.4. The registration request is to be completed in English or Russian. Incomplete registration requests or registration requests with no accompanying materials listed above are inadmissible and will not be considered. The candidates should keep copies of all the materials sent with the completed registration form. Materials submitted to the Competition will not be returned.

3.5. When submitting the registration request, it is required to pay a non-refundable registration fee of 50 euros or the amount in Russian rubles equivalent to the specified amount in euros at the exchange rate of the Central Bank of the Russian Federation on the day of payment. The registration fee is not inclusive of bank charges. Banking services associated with the registration fee are to be paid by the candidates. A copy of the payment transfer document must be attached to the registration package of documents. Documents with no copy of the registration fee payment transfer document are not considered. The registration fee is considered to be paid upon receipt into the account of the Foundation.

4. The Competition Procedure

4.1. The competition consists of one qualifying Round I (selection by video recordings), and two main rounds: Rounds II and III (final) and the Gala Concert.

4.2. Round I (selection by video recordings) will be held from July 1 to August 20, 2021:

4.2.1. All candidates who have submitted all the necessary documents and materials participate in Round I by video recordings;

4.2.2. The submitted registration requests are reviewed by an expert group headed by the Artistic Director of the Competition and the jury members.

4.2.3. Conducting in Round I is possible with piano or with an orchestra (2 works of different style – not exceeding 20 minutes).

4.2.4. The results of Round I will be published on September 10, 2021 on the Competition website.

4.2.5. The competitors who have passed to Round II would receive invitations by e-mail.

4.2.6. No more than 12 competitors will be selected for Round II.

4.3. The list and scores of the works for Rounds II and III will be published on the official website of the Competition.

4.4. Round II will be held from November 14 to November 15, 2021:

4.4.1. Round II - rehearsal with an orchestra (1 work, determined by a drawing) and performance not exceeding 25 minutes;

4.4.2. No more than 5 competitors will be selected for Round III.

4.5. Round III will be held on November 17, 2021:

4.5.1. Round III - rehearsal with an orchestra (2 works: accompanying a soloist-instrumentalist and an orchestral work), performance of the prepared musical content, not exceeding 60 minutes.

4.6. All the auditions in main Rounds II and III are open to the public.

4.7. The performing order in Rounds II and III is determined by drawing and remains unchanged, omitting of the eliminated competitors, until the end of the Competition. However, the jury reserves the right to change the performing order.

4.8. Each competitor must personally attend the drawing. The time and place for the drawing are published on the official website of the Competition.

4.9. Each competitor determines independently the order of performing the works in all rounds.

4.10. The Competition is held in accordance with the schedule published on the Competition website.

4.11. The competitors cannot contact any of the jury members during the Competition. Any breach of this rule may result in disqualification of the competitor.

4.12. The Competition will be closed by the concert of winners on November 18, 2021.

4.13. The winners of the Competition are obliged to perform free of charge at its closing concert. In case of refusal to participate in the closing concert of the Competition without a reasonable excuse, the prize awarded to the winner will not be paid.

4.14. The jury reserves the right to shorten or interrupt the performance of any competitor in any round.

5. Organizing Committee

5.1. The Founder of the Competition forms the Organizing Committee of the Competition from among its own representatives, distinguished state and public cultural professionals, representatives of sponsors, leaders and honored workers of music educational institutions, as well as citizens who share the aims and objectives of the Competition and are able to contribute to support and development of the Competition.

5.2. The Organizing Committee prepares the program of the Competition and organizes its events.

5.3. The Organizing Committee of the Competition forms the jury of the Competition and provides it with everything necessary for quality work.

6. Artistic Director

6.1. Development of the creative concept, rules and regulations of the Competition. Selection of orchestral works and compositions for the Competition to be performed by the soloists with the orchestra in Rounds II and III, jointly with a group of experts. Instructing the heads of the orchestras assisting the Competition in all the creative and organizational issues.

7. The Jury

7.1. Well-known conductors, culture and arts professionals and representatives of the teaching staff of specialized higher educational institutions of Russia are invited to the jury.

7.2. The jury of the Competition determines the winners and prize-winners of the Competition, draws up the relevant protocols.

7.3. The work of the jury is guided by the Chairman, who is elected by the jury from among its members.

7.4. In case of equal distribution of votes of the jury members, the Chairman of the jury has the right to an additional vote.

8. Financial Terms

8.1. The round-way transportation expenses are borne by the competitor or his sending organization.

8.2. The competitors invited to Round II of the Competition are provided with hotel accommodation (in a single room) from the date specified in the invitation until the end of the Competition.

8.3. The competitors invited to Round II of the Competition are provided with breakfasts for the duration of their stay, as well as lunches on the days of auditions (November 14 –15 and November 17, 2021).

8.4. The competitors invited to participate in Round II of the Competition and living in the country, which citizens require a visa to enter the Russian Federation, should contact the nearest Russian Consulate for visa. The organizers of the Competition are obliged to provide all necessary invitations, but are not responsible for obtaining a visa by the competitor and the associated costs.

8.5. The competitors arrived to participate in the Competition and refused to perform for any reason, bear themselves all the expenses associated with their stay and arrival.

9. Results of the Competition

9.1. The jury of the Competition determines the winners of the I-st, II-nd and III-rd degrees. The winners are awarded diplomas and memorable gifts.

9.2. The Organizing Committee announces three money awards for the winners of the Competition. The amount of each award is published on the official website of the Competition.

9.3. Money awards are determined as follows:
- I prize of 3,400 euros and a Diploma;
- II prize of 2,300 euros and a Diploma;
- III prize of 1,100 euros and a Diploma.

9.4. The awards are paid in rubles at the exchange rate of the Central Bank of the Russian Federation on the day of payment by transfer to the winner's bank account.

9.5. Depending on the results achieved by the competitors and within the available money awards fund, the jury reserves the right to:

- give not all the awards and diplomas;
- divide any award between the competitors.

9.6. The decisions of the jury are final and are not subject to revision.

9.7. The I-st degree winner receives the right to perform at the final Gala Concert of the II Valery Khalilov International Music Festival on January 30, 2022 in Moscow.

9.8. Subject to agreement with the Organizing Committee, it is possible to set up special and additional awards by other state, commercial, public or creative organizations, both Russian and foreign. Such awards must be approved by the Organizing Committee prior to the Competition.

10. Media and Copyright

10.1. All the rounds of the Competition and the final Gala Concert may be broadcasted live (including on the Internet) and recorded for follow-up broadcasts and publications on audio and video media.

10.2. By registering, the competitor declares that no third party recognizes any copyright and/or other legal rights to video, audio and other materials created during the Competition.

10.3. All rights to distribute audio and video materials of the Competition, including for commercial purposes, belong to the Foundation.

10.4. In addition, on a free of charge basis, for an unlimited period of time, in any territory, the participant transfers the rights to the Foundation for broadcasting and distributing materials (including on the Internet).

10.5. The Foundation has the right to broadcast the auditions of the Competition and the final Gala Concert on radio, television and on the Internet with no additional honorarium to the participants.

10.6. The Foundation has the exclusive right to make audio and video recordings of the performances of the Competition participants, master classes of invited musicians, video recordings of all concerts as a part of the Competition and to use audio and video materials for advertising and methodological purposes.

11. Special Conditions

11.1. The Foundation does not provide the competitors with any types of insurance.

11.2. The competitors must not have any other professional obligations while participating in the Competition.

11.3. All the information published on the official website of the Competition is correct at the time of publication. Nevertheless, the Organizing Committee reserves the right to make changes as circumstances may require. Should there be any conflict in interpretation of text and terms between the Russian-language and the English-language versions, the Russian-language version prevails.
